What changed in Phase 21
Every central registry product now carries structured evidence notes covering purpose, rationale, strengths, limitations, household fit, and when another option may be better. Guide pages also expose concise decision notes that explain common mistakes, skip guidance, budget actions, household fit, and source basis.
What ratings do not mean
